Early Literacy Curriculum Council
The Early Literacy Curriculum Council (ELCC) is an appointed council created under Wisconsin 2023 Act 20. As outlined in the statute, this council is made up of nine members who have knowledge of or experience with science-based early literacy instruction. The DPI State Superintendent, the Speaker of the Wisconsin Assembly, and the Wisconsin Senate Majority Leader, Assembly each appoint three members. The ELCC's purpose is statutorily defined and consists of two roles. First, the ELCC consults with the State Superintendent on the nomination of the Director of the Office of Literacy (to be known as the Wisconsin Reading Center). Secondly, the ELCC reviews and recommends 5K - grade 3 early literacy curriculum and instructional resources that are approved and eligible for the partial curriculum reimbursement grants. ELCC members will serve terms of one to three years to ensure that all terms do not end in the same year.

The ELCC Differs from the State Superintendent's Reading Advisory Council
The ELCC differs from the State Superintendent's Reading Advisory Council (RAC). The RAC is made up of 19 members who are selected based on their diversity in race, geographical area representation, school size, and reading philosophy. The Reading Advisory Council's purpose is to co-develop materials and resources to guide best practices in literacy, including resources to support implementation of Act 20 requirements.
