Early Literacy Curriculum (Updated 7/28/26)

The Wisconsin Early Literacy Curriculum Council (ELCC) is now accepting submissions for instructional materials to be considered for the 2026–27 ELCC Approved Curriculum List.

Important Information for Publishers and Vendors

Publishers and vendors are encouraged to review the Wisconsin Department of Public Instruction's guidance describing the statutorily prohibited word-solving practice of MSV (Meaning, Structure, and Visual) or three-cueing prior to submitting materials.

The ELCC conducts comprehensive reviews of:

  • New instructional materials 

  • New editions of previously reviewed materials 

  • Revised editions of previously reviewed materials 

Previously submitted instructional materials will only be reconsidered if a new or revised edition is submitted.

To be considered for inclusion on the 2026–27 ELCC Approved Curriculum List, publishers submitting a new or revised edition must:

  • Submit the complete K–3 instructional materials, and 

  • Include a summary describing the revisions, updates, or new content incorporated into the edition. 

The Council does not review:

  • Partial submissions (e.g., materials for fewer than all K–3 grade levels) 

  • Standalone intervention materials

Submission Process

Step 1

Complete the Terms of Use agreement and attach the completed Vendor Self-Assessment Rubric.

Step 2

After the Terms of Use is submitted, DPI staff will be notified and will create a submission folder.

Step 3

DPI will notify you when your submission folder is available.

Step 4

Upload all materials you would like the Early Literacy Curriculum Council to review. At a minimum, your submission must include the links, files, or instructions necessary for Council members to access all instructional materials.

Early Literacy Diagnostic Assessments

Wis. Stat. §118.016 requires the Wisconsin Department of Public Instruction (WDPI) to publish a list of early literacy diagnostic assessments. Any student who scores below the 25th percentile on a universal early literacy screening assessment must engage in diagnostic assessment of specific literacy subskills enumerated in Wis. Stat. §§ 118.016. Districts must have an early literacy remediation plan that states which diagnostic assessment(s) they use. Districts who choose an assessment from DPI's list are eligible for reimbursement for the cost of the diagnostic assessment.

The DPI is not currently accepting submissions for diagnostic assessments.

When the submission window is open, the following must be completed:

  • Complete a form that includes:
    • The form includes a "terms of use" waiver that must be completed.
    • The form includes an opportunity to upload files to verify claims made in the form. This could be excerpts from the technical manual, relevant information about the assessment's design, and/or sample questions.

  • Act 20 requires that a diagnostic assessment include all of the specific literacy subskills enumerated in Act 20 (phonemic awareness, decoding skills, alphabet knowledge, letter sound knowledge, oral vocabulary, rapid naming, phonological awareness, word recognition, spelling, vocabulary, listening comprehension, oral reading fluency, and reading comprehension) and meets the technical specifications in Act 20 (a sensitivity rate of 70%, a specificity rate of at least 80%, and includes a growth measure). DPI will only review assessments that meet these requirements. DPI's final list will include all submitted assessments that measure the subskills listed above and meet the technical specifications.
