Early Literacy Curriculum (Updated 4/15/25)
The Wisconsin Early Literacy Curriculum Council (ELCC) is no longer accept submissions for their 2026 - 2027 list.
Vendors and publishers are encouraged to review this document describing the statutorily prohibited word solving practice of MSV or three-cueing.
Submissions must include:
- completed terms of use Note the link to this document had to be revised on May 9, 2025. Terms of Use completed prior to May 9 must be re-submitted using the updated link below.
- completed self-assessment rubric
- links to allow the ELCC members to access materials
For new editions or revisions of materials previously approved by the ELCC to be included on the 2026 - 2027 list, the publisher must submit the new or revised edition. The submission should include specific details about revisions or new material included in the new edition or revisions.

Steps for Vendors to Complete to Submit:
- Complete the "Terms of Use". Attach your self-assessment rubric.
- DPI will be notified that you completed the Terms of Use. DPI staff will generate a folder in Microsoft OneDrive. You will receive an email from DPI when your folder is ready for use.
- Add everything that you want shared with the Early Literacy Curriculum Council (ELCC) to the folder. This includes at least links or directions to allow the ELCC members to access materials.
Early Literacy Diagnostic Assessments
Wis. Stat. §118.016 requires the Wisconsin Department of Public Instruction (WDPI) to publish a list of early literacy diagnostic assessments. Any student who scores below the 25th percentile on a universal early literacy screening assessment must engage in diagnostic assessment of specific literacy subskills enumerated in Wis. Stat. §§ 118.016. Districts must have an early literacy remediation plan that states which diagnostic assessment(s) they use. Districts who choose an assessment from DPI's list are eligible for reimbursement for the cost of the diagnostic assessment.
DPI is soliciting submissions of diagnostic assessments to consider for the list. For a diagnostic assessment to be reviewed by WDPI, the following must be completed:

- The form includes an opportunity to upload files to verify claims made in the form. This could be excerpts from the technical manual, relevant information about the assessment's design, and/or sample questions.

As long as this form is posted, DPI is accepting submissions. All submissions must be electronic and made through the provided form.
Act 20 requires that a diagnostic assessment include all of the specific literacy subskills enumerated in Act 20 (phonemic awareness, decoding skills, alphabet knowledge, letter sound knowledge, oral vocabulary, rapid naming, phonological awareness, word recognition, spelling, vocabulary, listening comprehension, oral reading fluency, and reading comprehension) and meets the technical specifications in Act 20 (a sensitivity rate of 70%, a specificity rate of at least 80%, and includes a growth measure). DPI will only review assessments that meet these requirements. DPI's final list will include all submitted assessments that measure the subskills listed above and meet the technical specifications.
