E-Rate

E-Rate is a federal program that provides discounts to eligible schools and libraries for telecommunications, internet access, and internal connections. Discount rates range from 20% - 90% and are based on poverty and rural or urban status. The program is governed by the Federal Communications Commission (FCC) and administered by the Universal Service Adminstrative Company (USAC).

Important Dates for Applicants

January 16, 2026 - EPC Administrative Window Closes. This is the last day to update lunch and enrollment information to match the DPI posted valid file spreadsheet. Be sure all the other information in your school district’s or library’s profile is also up-to-date. See the USAC Administrative Window Training and Resources for more information and step-by-step directions.

March 4, 2026 - Last day to file Form 470 to comply with the minimum 28 day competitive bidding requirement. However, we recommend that you file the 470 by early February to give yourself enough time to evaluate bids, sign any contracts with selected vendors, and complete the Form 471. DPI recommends ensuring that any contracts include language that is dependent on receiving E-Rate discounts. Work with your local legal counsel on the precise contract wording to use.

January 21, 2026 - April 1, 2026 - Form 471 Filing Window. The Form 471 filing window will open on January 21, 2026 at 11:00 AM CT and close on April 1, 2026 at 10:59 PM CT. DPI (and USAC) encourage you to file any 471s at least 3-4 days before the April 1 deadline.
