Wisconsin State Statute 121.05(4) permits a school district to apply for and receive an adjustment to their equalization aid membership count for students living in certain group or foster homes that were not counted for membership.

The question was asked: If a student was placed among relatives under Kinship Care, can this student be included in the PI-1589 report?  Answer: A child may still be considered a foster child if placed with relatives, provided the placement is made by the State or local foster care system or courts. In order to be included in the PI-1589 report, the State must retain legal custody of the child.​
