Why Am I Not Able to Finalize the End-of-Cycle Summary?
The End-of-Cycle Summary has a form setting different than other forms. It does not allow finalization before submission. This setting ensures that the evaluator submits the form to the evaluatee for their review, for transparency. This provides the evaluatee the opportunity to acknowledge the entries/form before it is finalized.
