Per-Pupil Aid

Program Description

Per-Pupil Aid is a categorical aid provided by the state of Wisconsin. This aid program provides additional funding to school districts in Wisconsin based on the three-year average membership from the district’s revenue limit worksheet. State Law specifically excludes students in certain programs. Click the appropriate links below for more information.

Funding

In 2021-22, 2022-23, and 2023-24 the Per-Pupil Aid program will provide $742 multiplied by the current three-year average membership from the district's Revenue Limit worksheet, per s. 115.437 (2)(a). Established in 2011 Wisconsin Act 32 as Per-Pupil Adjustment Aid from a sum-sufficient appropriation under Wis. Stat. §.20.255 (2) (aq). Renamed to Per-Pupil Aid in 2013 Wisconsin Act 20.

Eligibility

School districts automatically receive this aid so no claim is necessary. There are no eligibility criteria for this aid program and no proration of aid.

Aid Computation

2015 Wisconsin Act 55, the 2015-17 Biennial Budget, provides for the Per-Pupil Aid amount to be multiplied by the current three-year average membership from the district's 2016-17 revenue limit worksheet. State law specifically excludes students attending:

  • the Special Needs Scholarship Program (special needs private school vouchers) under Wis. Stat. §. 115.7915;
  • certain new independent 2r charter schools (new charter school authorizers created in 2015 Act 55) under Wis. Stat. §. 118.40(2r)(b)1.e to h.; and
  • the Office of Educational Opportunity charter schools (UW System authorizer) under Wis. Stat. §. 118.40(2x).

Depending on the number of FTE students attending one of the non-district options identified above, the three year rolling average (line 6 of the Revenue Limit worksheet) may or may not be modified from the calculation of membership eligible for Per-Pupil Aid.

Payment Details

Per-Pupil Aid is paid on the fourth Monday in March.

Supplemental Per Pupil Aid

The 2021-2023 state biennial budget eliminated the Supplemental Per Pupil Aid program created by partial veto in 2019. The main Per Pupil Aid program is unaffected. In 2021-22 and 2022-23 the Per-Pupil Aid program will provide $742 multiplied by the current three-year average membership from the district's Revenue Limit worksheet, per s. 115.437 (2)(a).

Program History

Originally enacted for 2012-13, Per-Pupil Aid was computed as $50 multiplied by the district's current three-year average (line 6) from the district's Revenue Limit worksheet. To the extent the district underlevied (up to an amount equivalent of $50 per-pupil) Per-Pupil Aid was prorated.

  • In 2013-14, Per-Pupil Aid was computed as $75 multiplied by the district's current three-year average (line 6) from the district's Revenue Limit worksheet. Eligibility was no longer linked to a district's levy.
  • In 2014-15 and 2015-16, the program provided $150 multiplied by the district's current three-year average (line 6) from the district's Revenue Limit worksheet.
  • In 2016-17, the Per-Pupil Aid program provided $250 multiplied by the current three-year average membership from the district's 2016-17 Revenue Limit worksheet. State law specifically excluded students attending:
    • the Special Needs Scholarship Program (special needs private school vouchers) under Wis. Stat. §. 115.7915;
    • certain new independent 2r charter schools (new charter school authorizers created in 2015 Act 55) under Wis. Stat. §. 118.40(2r)(b)1.e to h.; and
    • the Office of Educational Opportunity charter schools (UW System authorizer) under Wis. Stat. §. 118.40(2x).

  • In 2017-18, the Per-Pupil Aid program provided $450 multiplied by the current three-year average membership from the district's 2017-18 Revenue Limit worksheet.

  • In 2018-19, the Per-Pupil Aid program will provide $654 multiplied by the current three-year average membership from the district's 2018-19 Revenue Limit worksheet, per Wisconsin 2017 Act 59.
  • In 2019-20, the Per-Pupil Aid program will provide $742 multiplied by the current three-year average membership from the district's 2019-20 Revenue Limit worksheet, per Wisconsin 2019 Act 9.

  • In 2020-21, 2021-22, 2022-23, and 2023-24 the Per-Pupil Aid program will provide $742 multiplied by the current three-year average membership from the district's Revenue Limit worksheet, per s. 115.437(2)(a).
