Birth Country

Birth country is primarily used to assist with identification and student matching. Place of birth is typically provided on the birth certificate. State codes are two character postal codes.

Students born in Puerto Rico are considered "born in the U.S." Students born in all other U.S. territories or military bases outside the U.S. are considered born outside of the U.S.

USES: This data element is optional for Choice and public schools. This data element is used in the match review process and may factor in determining if a student qualifies as an immigrant under Title III, Section 3301 (6) of ESSA. DPI does not collect information on the legal basis for any student’s current residence in the U.S. (e.g., citizenship status, permanent residency, visas, etc.).

  1. Immigrant Title III: Birth Location may factor in determining if a student qualifies as an immigrant under Title III, Section 3301 (6) of ESSA. DPI does not require information on where a student was born outside the US; the birth city may be provided or listed as UNKNOWN. DPI does not collect information on the legal basis for any student’s current residence in the U.S. (e.g., citizenship status, permanent residency, visas, etc.). Federal funding is based in part on counts of students qualifying as immigrants based on the Title III criteria. Data about student status as an immigrant under Title III are also required by the U.S. Department of Education for some disaggregated reporting.
