Bilingual Program refers to whether or not the staff member teaches in a state or locally-funded bilingual education program.
Leave this field blank when it's not required for a given position and area code combination.
This value is required only for positions 53 (Teacher), except 53-0002 and 53-0003, and for assignment 84/0000 Speech/Language Pathologist.

USES: This data element tracks information on a particular staff member's position and assignment records reported in WISEstaff to Bilingual/ESL reporting and is used for LEAD licensing audits.
