Count Date Receiving Services Descriptor: Pupil Count for Membership/School Finance
Wisconsin School Finance Portal (WiSFiP) - Pilot Project Continues Into 2024-25 SY
In an effort to simplify the process of data collection for district personnel responsible for the PI 1563 pupil counts, DPI is continuing the "Pilot Program for Membership Pupil Count Collection" (referred to more simply as 'Pupil Count') through WiSFiP. The pilot program will continue during the 2024-25 school year.
Count Date Receiving Services Descriptor refers to the status of a student on a specific count date (e.g., Present).

USES: Count Dates are used to determine accountability reporting.

- Students who are present on a count date must be accounted for using one of the following:
- P - Present
- A - Absent
- N - Not receiving services
- What qualifies as ‘receiving services’ on a count date?

Physically Present: The pupil is in attendance for instruction on the count date.

Absent:
The pupil is absent for instruction on the count date. If any pupils are absent on the count date, they can still be counted if all of the following conditions are met:

they have attended at least one day during the school year prior to the count date;

they have attended at least one day during the school year after the count date; and
-
they have remained a resident of the district during the period of absence.

- How should I report an enrollment record for a student whose status of receiving services is unknown? If a student has stopped attending the school or their receiving services status is unknown, then receiving services for the student should be submitted as N - Not receiving services.
- What if a student is absent on the count date itself, but has attended school on all/most of the days before and after the count date? If the LEA is not aware of any break in the student’s enrollment, then they should leave the enrollment record open until the student shows up. When the student shows up, then receiving services should be ‘absent’ on the count dates. If any pupils are absent on the count date, they can still be counted if all of the following conditions are met:
- they have attended at least one day during the school year prior to the count date,
- they have attended at least one day during the school year after the count date, and
- there were no changes in the student's residency during the period of the absence.
