Wisconsin School Finance Portal (WiSFiP) Pilot Project for 2022-23 and 2023-24 SY

LEAs using the WiSFiP Pupil Count for Membership module during the 2023-24 school year need to adjust their reporting of Residency Status. Changes have been made since the 2022-23 school year to improve Residency reporting.

  • Starting with the 2023-24 SY, the Resident data will become a Residency Status Collection.  This data will fall under the enrollment record (student school association, or /sSA). This will allow Residency Status to work like a 'mini-collection' within the Residency period. Residency Status data will include: 
    • LEA ID 
    • Residency begin date/s
    • Residency end date/s  
  • Prior to 2023-24, Resident LEA ID is submitted as data falling under the student educational organization association; this data was also used for accountability reporting.

USES: Residency status helps determine which pupil count category the student should be included in: the resident district or the non-resident district..


RESIDENT STATUS Use Cases, Details, and FAQs

  1. Resident LEA ID: This refers to the unique identifier for the district in which the student resides.The Resident LEA ID cannot be a School ID. The Resident LEA ID must belong to the 'parent' agency. The Resident District is assumed to be the submitting district unless otherwise noted by inclusion of data in the Resident District field. For the 2023-24 SY, Resident District is collected under the Student Enrollment record in WISEdata Portal.
    1. Choice schools are not expected to submit a Resident LEA ID.

  2. Residency Begin Date and Residency End Date:  For more information, refer to the Residency Begin and End Date data element page
  3. Residency Status: This is the location of a person’s legal residence relative to (within or outside of) the boundaries of the public school attended and its administrative unit. For information on the different type of residency codes within the Pupil Count pilot program, please visit the Residency: Pupil Count Pilot Program data element page. Residency Status is marked with Begin Date(s) and End Date(s) of a student's residency within the resident LEA’s boundaries.
    1. Student Residence Changes Mid-Year: When a student’s residence changes in the middle of the school year, LEAs do not have to change the student's enrollment record. Instead, the LEA can update the Residency Period on the /SSA record.
    2. The student's attending district could be different from the resident district, for example if the student is an Open Enrollment student.

  4. LEAs using the WiSFiP Pupil Count for Membership module during the 2023-24 school year must submit a membership attribute for each pupil enrolled in their school/district.

RESIDENT Use Cases, Details, and FAQs

  1. Resident Students Receiving Primary Educational Services: Resident students to whom the school district is directly providing educational services are eligible for inclusion in pupil counts. The resident district submits the enrollment record for the student.
  2. Students who Attend their Resident District Part-time: Use the residency status code of either R-HOME or R-PRIVATE.
  3. Resident Students who are Primarily Homeschooled and Taking Courses in a Resident Public School: Students who are enrolled in home-based private education (homeschooled) who also attend public school in their district of residence in grades K-12 are eligible to receive state aid for a maximum of two courses a day. Resident district must add up instructional minutes of each class. Refer to the data element page on Part-Time Instructional Minutes for more details.
  4. Resident Students who are Primarily Private Schooled and Taking Courses in a Resident Public School: Students who are enrolled in a private school who also attend public school in their resident district are eligible to receive state aid for a maximum of two courses a day, but only for grades 9-12. Resident district must add up instructional minutes of each class. Refer to the data element page on Part-Time Instructional Minutes for more details.
  5. Resident Students with an Age that is Outside the Age Requirements for Grade Levels: In the WiSFiP Pilot Program, ‘Outside Age’ students are not submitted to DPI for accountability/membership purposes. Exclude them from resident and nonresident counts.
    • Use the (M) Membership enrollment type with outside-age students who attend school in their resident school/district - AND - at least one of the following items applies to that student
    • Student is counted in the preschool program, but is under three years of age as of the count date and does not have an IEP
    • Student is counted in the K4 program but is under four years of age as of September 1 of the current school year, and does not meet early entrance guidelines under Wis. Stat. §120.12(25)
    • Student is counted in the K5 program but is under five years of age as of September 1 of the current school year, and does not meet early entrance guidelines under Wis. Stat. §120.12(25)
    • Student is counted in the grades 1-12 program, but is under six years of age as of September 1 of the current school year, and does not meet early entrance guidelines under Wis. Stat. §120.12(25)
    • Student is counted in the grades 1-12 program, is in special education, but turned 21 years of age or older as of the first day of the current school term
    • Student is counted in the grades 1-12 program, is regular education, but turned 21 years of age or older as of the first day he/she receives instruction
  6. Resident Students Enrolled in a Section 118.15 Contract: Students enrolled in a section 118.15 contract, generally referred to as GED, HSED, or CBO program, are eligible for inclusion in pupil counts. Refer to Instructions for the PI 1563 Workbook and Pupil Count Report for more details. In the former pupil count submission, the School Finance team required LEAs to identify the student as 118.15 contract. In the new process, it is not required to identify these students separately. These students are added to the resident pupil count/headcount.
  7. Resident students enrolled in an Early College Credit Program (ECCP): Students enrolled in Early College Credit Programs for which the district is paying full-time instructional (tuition) costs are eligible for inclusion in pupil counts. In the former pupil count submission, the School Finance team required you to identify the student as ECCP. In the new process, it is not required to identify separately. These students are added to the resident pupil count/headcount.
  8. Resident students enrolled in a Youth Apprentice Program: Students enrolled in Youth Apprentice programs for which the district is paying full-time instructional (tuition) costs are eligible for inclusion in pupil counts. In the former pupil count submission, the School Finance team required you to identify the student as YA. In the new process, it is not required to identify separately. These students are added to the resident pupil count/headcount.
  9. FOR MPS ONLY - Use Cases for Head Count: Resident Students - Sending a Student Who’s Attending a Partnership School (not including PPP, part-time home/private school): Students attending a partnership school (an at-risk program designed to meet high school graduation requirements in the school district or within 5 miles of the district) are included in the pupil count. In the former pupil count submission, DPI’s School Finance team required you to identify the student as a partnership. In the new process, it is not required to identify separately. These students are added to the resident pupil count/headcount.

Nonresident Use Cases, Details, and FAQs

Nonresident Students Attending a District Under a Contract Agreement Between the Resident District and the Non-resident District:

These students are added to the resident pupil count/headcount. If a resident district is in contract with a nonresident district, then the nonresident district (same as the attending district) submits the enrollment of the student, and residency status on enrollment is the name of the contract such as:

NOTE: The resident LEA is always dependent on the Submitting LEA to report the student enrollment correctly and in a timely manner to WISEdata.

  1. Students Attending Cooperative 66.0301 Program Classes Held in Another District: The resident district submits the enrollment record for the student as part of a tuition program for whom tuition is paid by the resident district. These students are added to the resident pupil count/headcount.
  2. Students Attending CESA Programs Held in Other Districts: These students are added to the resident pupil count/headcount when tuition is paid by the resident district.
  3. Students who are Jointly Enrolled Between their Resident District and the CCDEB: These students are added to the resident pupil count/headcount. The resident district does NOT count the student for state aid (membership) because the CCDEB is paying tuition to the district for the education provided to the students who are jointly enrolled. Students enrolled in public school and CCDEB are also collected in a separate report.
  4. Students Attending a Non-resident District Under the ‘9 -18 Weeks Special Tuition” Program: These students are eligible for inclusion in the resident pupil count/headcount so long as they do not achieve residency status during their enrollment. If the resident district pays tuition to the nonresident district, then the resident district counts this student for state aid/membership. If the tuition is being paid by a parent, then the resident district cannot count the student for state aid/membership.
  5. Students Attending a Non-resident District through Open Enrollment: These students are eligible for inclusion in resident pupil counts / headcounts when the resident district pays tuition. The nonresident (same as the attending district submits the enrollment record.
  6. Students Attending Inter 220 (Chapter 220) Programs Held in Other Districts: These students are eligible for inclusion in pupil counts/headcounts for both the resident district AND attending district, but the student FTE is calculated separately.
  7. Intra 220: LEA must upload the Intra 220 student file on WiSFiP. Make sure to include the student’s WISEid within the file.
  8. Non-resident Student with an Age that is Outside the Age Requirements for Grade Levels: In the WiSFiP Pilot Program, ‘Outside age’ students are not submitted to DPI for membership/accountability purposes. Exclude them from resident and non-resident pupil counts / headcounts. Non-resident Students Attending a District Involving Tuition:

  1. Students Attending a Non-resident District whose Tuition is Being Paid for by the Parents: These students are eligible for inclusion in nonresident (same as attending resident) pupil counts / headcounts. When parents are paying the tuition, the resident district is not paying tuition, so the resident district may not claim enrollment or financial aid.
  2. Tuition Program for which Tuition is Paid by the Resident School District: These students are eligible for inclusion in resident pupil counts / headcounts when the resident district is responsible for the tuition, as per Wis. Stat. §121.78 (students attending a nonresident district as part of a tuition program paid for by the resident district), and Wis. Stat. §118.153 (a resident district has purchased seats for an alternative program and is responsible for tuition of a student attending said program).
  3. Students Attending a Non-resident District through Tuition Waiver: These students are eligible for inclusion in resident pupil counts / headcounts. Students are eligible to count under the tuition waiver category when the student is a resident - AND - meets ALL of the following criteria:
    • Student is attending another Wisconsin school district under Wis. Stat. §121.84 (4)(a)
    • Student was a nonresident of the school district on the second Friday in January of the previous school year
    • Student was enrolled in the nonresident district continuously from the second Friday in January to the end of the school term of the previous school year
    • Student became a resident of the school district after the first Monday in February of the previous school year and
    • Resident district sends payment for services directly to the district of attendance or as an adjustment from the state.

Non-resident Students Attending Part Time:

  1. Student who is Primarily Receiving Home-based Private Education (homeschool) and Taking Courses in a Non-resident Public School: Students who are enrolled in home-based private education (homeschooled) who also attend a nonresident public school in grades K-12 are eligible to receive state aid for a maximum of two courses a day. The nonresident district can submit FTE = 0.25 per course, per pupil up to a maximum of 0.50 FTE (two courses) per pupil. If a student is attending a non-resident district part-time, then residency status is NR-HOME.

Use Cases for PK, 3-Year-old Programs, Head Start, and ‘Other’ Students

  1.  Students in a School-Operated Head Start Program: These students are eligible for inclusion in resident pupil counts ONLY WHEN that student also has an IEP and receives special education services. The student will be reported in the preschool special education category, not under Head Start. PK Head Start students with an IEP are added to the preschool resident headcount.
    • The attending district submits the enrollment record and the sSEPA record with the preschool grade level.
      • Residency status as ‘NULL’
      • Is Primary = True
      • Enrollment type = P
  2. Students Attending a Title I Funded Preschool: These students are not submitted to WISEdata. LEAs will manually enter these students in the Pupil Count module in WiSFiP.
  3. Students Attending Programs that are Birth through Age 2– Special Education: These students are not submitted to WISEdata. LEAs will manually enter these students in the Pupil Count module in WiSFiP.
  4. Students Attending 3-year-old Non-Special Education: These students are not submitted to WISEdata. LEAs will manually enter these students in the Pupil Count module in WiSFiP.
  5. Students who Counted in the ‘OTHER’ area: These students (i.e., peer model students) are not submitted to WISEdata. LEAs will manually enter these students in the Pupil Count module in WiSFiP.
