Language Primary Instruction Service: WISEdata
The Language Instruction Primary Service data element is a True/False indicator that describes which of the language instruction services a student receives is the primary service. Submit only one service as the student's primary language instruction service. USES: Language instruction data will be used for disaggregated reporting and accountability purposes, including State Report Cards, ESSA Report Cards, and Title III. They are also used as a measure of the acquisition of English language proficiency and to determine the appropriate participation in WSAS.

- Students receiving language instruction services through the Local Education Agency (LEA) should not be reported as a primary enrollment if the student is taking two classes or fewer.
- EL students in non-profit private schools (non-public schools), including private schools participating in one of the state’s Parental Choice Programs, receiving language instruction services through the Local Education Agency (LEA) where the non-public school is located, should not be reported as a primary enrollment if the student is taking two classes or fewer.
