Students in a Department of Corrections Facility

Definition: The Department of Corrections (DOC) is required to submit WISEid and WISEdata records for students residing at and being educated by a Type 1 juvenile correctional facilities (s. 938.02(19) and Type 1 prisons (s. 301.01 (5)).

Data Element Information: The Department of Corrections is the resident district.

The following data elements are required for students in a DOC facility.

Demographics

  • Gender: Gender is required for all students.
  • Race/Ethnicity: Both Question Part 1 (Hispanic/Latino ethnicity) and Question Part 2 (Races) should be asked of all guardians/students.
  • Economically Disadvantaged Status: Economic Disadvantaged Status is determined on household income information. Economic Disadvantaged Status must be reported for students regardless of whether or not the school participates in the National School Lunch Program.
  • Food Services Eligibility: Food Services eligibility must be reported for all students, regardless of whether or not the school participates in the NSLP.
  • Disability: If a student has an IEP, send the reporting disability as part of the Student Special Education Program Association.
  • Parent in Military: Submit a value of Yes/True if the parent answers ‘Yes’ to any one of the three questions.
  • English Language Proficiency code: Submit appropriate English Language Proficiency (ELP) code. Students with English language proficiency classifications of codes 1-5 are considered Limited English Proficient (LEP). For students in grade levels KG to 12, the value reported is expected to correspond to the results from the most recent administration of the ACCESS for ELLs exam.
    • To obtain this information, DOC should either:
      • Receive the student’s ELP code from the student’s previous district; or
      • Review the data for DOC enrolled students on the WISEdata Portal Student Details page. On this page, use the ‘ACCESS for ELLs Overall Composite Proficiency Level Score (Prior Year)’ to determine the student’s ELP code. Refer to the table on the Overall Composite Proficiency Level Score page for more information on how to map the score to an ELP code.
      • In the event the student is a former EL (ELP Code 6), DOC should receive that information from the student’s prior district.
      • DOC should contact the DPI English Learner Consultants if there are questions on how to report a student’s ELP code. Their information can be found on the DPI Staff Topic page by searching the directory for "English Learners".
  • District of Residence: DOC should be sent as the resident district for all students who attend a DOC school/facility.

Enrollment

  • Enrollment Dates: All students ages 10-17 should be reported to WISEdata. If educational services are received for students ages 18-21, then they should also be reported to WISEdata.
  • Attendance: Both the Possible Days of Attendance and Actual Days of Attendance are required to be aggregated and submitted for any academic service provided. If a school district has decided that a student can be present for less than one-half day (as occurs in some DOC programs) and that student is present, the actual days of attendance should be reported as 0.5. Required to submit this data element as part of Chronic Absenteeism reporting for the Civil Rights Data Collection through EDFacts.
  • Count Date Inclusions: Count Date Inclusion denotes whether a student is enrolled and receiving services to be eligible for credit on the count date. DOC is required to submit records for students residing at and attending school in DOC facilities. If a student is at a DOC facility on the Third Friday of September count date, only DOC can count the student. DOC should count students with disabilities who are in the facility on the October 1 Child Count date.
  • High School Completion: Once a regular high school diploma is granted by any LEA in Wisconsin, the student should no longer be reported to WISEdata.
  • Section 504: Submit this program for DOC students when applicable as part of Chronic Absenteeism reporting for the Civil Rights Data Collection through EDFacts.

Special Education / Student Special Education Program Association

  • Special Education data elements
  • sSEPA Records: While IEP dates can cross school years, special education (sSEPA) records must begin and end within the current school year and be submitted every year the student has an active IEP.
  • Educational Environment: SwD reported by DOC should have an Educational Environment code of ‘S’ submitted.

Non-Required Data Elements

The following data elements are NOT required. These non-required data element fields should not be sent to WISEdata by DOC.

DOC is required to submit WISEid and WISEdata records for students residing at and attending school in Type 1 juvenile correctional facilities (s. 938.02(19) and Type 1 prisons (s. 301.01 (5)).

Students attending a DOC school will not display in WISEdash.

Membership/Financial Implication: Incarcerated Student - Student is a non-resident and meets all the following criteria: Student is incarcerated in a jail within the district and is receiving services on the count date. The District receives state tuition for services provided to the student.
