Due to the ESSA waiver of state and federal 2019-20 assessment requirements, there was no formal 2019-20 notification letter sent to districts and districts were not be required to submit justifications. The department contacted districts whose data indicate a need for follow-up. Districts were asked to review IEP’s and Evaluations Reports of students taking the alternate assessment to be sure there was sufficient evidence that met the state’s definition of students with the most significant cognitive disabilities.
Calculating a true alternate assessment participation rate was not possible for 2019-20 without valid test outcomes so the rates had to be estimated. Test registration data were used to create a credible estimate of alternate assessment participation rates.
