About the Data

 

The Third Friday of September (TFS) is an inclusion count date, marked by a Yes/No (or ‘NULL’ - blank) indicator on WISEdata. This indicates whether a student’s eligibility to be included in Public Enrollment counts and that they are receiving services to be eligible for credit on the count date. The Count Inclusion: 3rd Friday of September data element page will provide you with details for when a student will be included in the TFS Count.

The Third Friday of September (TFS) Snapshot Dashboard includes the following Data Quality Indicators based on the current view of the data. None of the student-level or cohort filters are applied to these indicators.

Third Friday of September Data Quality Indicators

1. Count Inclusion TFS = Yes
This indicator tells you the number of students that will be included in the certified Third Friday of September enrollment count if the snapshot were taken today. This count looks for students who meet all of the TFS Count Inclusion criteria which can be found on the Count Inclusion: 3rd Friday of September data element page. The Count Inclusion TFS indicator is calculated by DPI and shows whether the students' records qualify for count inclusion as of TFS. All records in the Snapshot View will have Count Inclusion TFS = Yes.

2. Count Inclusion TFS = No
This indicator tells you the number of students who are enrolled on the Third Friday of September but do not meet all of the TFS Count Inclusion criteria listed on the data element page referenced above. Drill into the indicator to review the list of students and review the data elements that determine the Count Inclusion calculated flag. Ensure that none of the students should be included in the TFS enrollment count.

3. No TFS Enrollment Sch
This indicator tells you the number of schools that have zero students with the TFS Count Inclusion flag set to Yes. Drill into the indicator to view the schools that have zero enrollment and ensure this is as expected.

  • There is just one measure available on each of the crosstabs - Third Friday of September crosstabs shows the count of students with enrollment that overlaps the third Friday of September, with Count Inclusion TFS = Yes. Refer to the Using the Dynamic Crosstab User Guide for more information.

Frequently Asked Questions about Snapshot Third Friday of September Data

 

1. What does the Third Friday of September snapshot dashboard show me? This dashboard provides the tools to help districts prepare for the Count Date (TFS) snapshot and to view the actual snapshot results from prior snapshots. All counts shown in the Current View (green) are for student records for students reported as enrolled on the third Friday of September, regardless of the value of Count Inclusion TFS = Yes calculated by WISEdata. All counts shown in the Snapshot View (purple) are for Count Inclusion TFS = Yes only. Typically, public and federal reporting of enrollments are based on records where Count Inclusion TFS = Yes.

2. How are students counted on TFS? The third Friday of September may first appear to be a simple, “yes / no” count, but some nuanced situations exist that can make it tricky for LEAs to determine which indicator to select for certain students. Parentally Placed Private (PPP) students, home-based private education (homeschooled) students, and students within either of these scenarios who require special education services all require special attention to determine which LEA is permitted to ‘count’ the student on TFS. 3. How are demographic values reported? SPED and Disability are the values specifically reported as of the third Friday of September. Since the 2019-20 school year, the other demographic values (not SPED or disability) are reported by the school in which the student was enrolled on the third Friday of September. Note that this does not mean they are the actual values on the third Friday of September.

4. What if I am an LEA participating in the WiSFiP Pupil Count for Membership pilot program - do I need to do anything differently? WISEdash only considers data specific to accountability, not to membership. Do not use the WISEdash for Districts snapshot dashboards to confirm your WiSFiP Pupil Count Membership. The Third Friday of September is a count day that applies to both the accountability count date and the WiSFiP Pupil Count for Membership.
