License Application Fees

In order to apply for or renew a license that is issued by the Wisconsin Department of Public Instruction, applicants must complete the appropriate application in the Educator Licensing Online (ELO).

The corresponding processing fee will automatically be added:

  • Special Education Program Aide: $100
  • Provisional License: $125
  • Lifetime License: $125
  • License with Stipulations: $125
  • Charter: $125
  • Out-of-State Educator: $175
  • Five-Year Substitute License as an Out-of-State Educator: $175
  • Five-Year Substitute License as an In-state Educator: $125
  • Three-Year Substitute License: $125
  • Master Educator via the Wisconsin Master Educator Assessment Process (WMEAP): $275
  • Master Educator Renewal via the WMEAP Renewal:  $275
  • Initial or Professional Experience-based Technical and Vocation Education Subjects Teacher License: $125
  • Name change/background check: $45

An application fee covers the cost of processing the application. It is not a “license issuance” fee. No refunds are made if it is determined after processing the application that a license cannot be issued or renewed.

Each license application submitted by an applicant requires a fee. In some cases, an applicant must submit multiple applications (also called transactions), requiring multiple fees. For example:

  1. To reissue a Provisional license and to apply for a License with Stipulations:

    • Reissue Provisional license ($125), and
    • License with Stipulations ($125),
    • Total fee will be $250.
  2. To reissue a Provisional teaching license and to apply for a new in-state administrator license:
    • Reissue Provisional license ($125), and
    • New in-state administrator license ($125),
    • Total fee will be $250.
