ELO Instructions: Three-Year License With Stipulations (LWS3) Application & Portfolio Submission

Educator Licensing Online (ELO) is to be used to initially apply for a district-sponsored three-year license with stipulations AND to submit the portfolio documentation of proficiency in program content guidelines by the end (June 30th) of the three-year term.

Educator Licensing Online (ELO) Instructions:

1. Determine if you must submit fingerprints

Use the fingerprint decision tree to determine if you must submit fingerprints with this application. If you have determined that you need fingerprints, submit them electronically via our vendor Fieldprint by following the Electronic Fingerprint Submission directions.

2. Gather Documents

INITIAL LWS3 (1315) APPLICATION

  • Have your employing school district, CESA, or residential school complete:
    • the PI-1624-LWS3 District Request for Three-year License with Stipulations that indicates the assignment you will be working in, and confirms the employing school district will provide appropriate professional development and supervision;
    • the PI-1613 Employment Verification form to confirm at least one year of contracted teaching experience in the employing school district.
  • Obtain a copy of your Wisconsin educator license showing that you are in good standing;

LWS3 COMPLETION (8300) APPLICATION - COMPLETE PORTFOLIO REVIEW

  • Submit required portfolio including narrative and artifacts (see handbook requirements).
    Note: If your portfolio was reviewed by an approved preparation program a letter verifying your proficiency in the license program content guidelines or national standards (see associated rubrics for standards on the DPI's webpage) is required.
  • Provide evidence of stipulations met if assigned in response to your initial application.
  • Upon completion and submission of the portfolio application in ELO, you will receive an email from DPI containing an individualized link to upload your documents securely.
  • Use the link in the email to upload all of your documents.


3. Log in to Educator Licensing Online (ELO)

  • Within ELO, make sure you have answered the three onboarding questions.
  • Find the APPLY FOR A LICENSE section of the Quick Start Menu. Select the same choices that are shown in the three drop-down in the application screenshot below:

  • Choose "1-Teacher Category"
  • Choose "A-Teacher (including 5-Year Sub) [T001]
  • Choose "Teacher: Request 3 Year, Non-Renewable, License with Stipulations [1315]"

4. Receive Email Confirmation

  • Choose "1-Teacher Category"
  • Choose "A-Teacher (including 5-Year Sub) [T001]
  • Choose "Teacher: Request 3 Year, Non-Renewable, License with Stipulations [8300]"

4. Receive Email Confirmation

Follow instructions in the confirmation email to upload required portfolio documents through Kiteworks.



5. Complete the Application in ELO
