Overview
The School Nutrition Contract is an agreement between the School Food Authority (SFA) and the WI Department of Public Instruction to participate in the USDA Child Nutrition Programs and any other Wisconsin-offered nutrition programs. This contract is renewed annually.
Upon submitting the contract, the SFA is agreeing to the terms and conditions outlined in the Permanent Agreement/Policy Statement.

Unique Entity Identifier (UEI)
All School Food Authorities (SFAs) that receive funding from the Federal government are required to have a Unique Entity Identifier (UEI). This includes SFAs that receive reimbursement for the U.S. Department of Agriculture (USDA) Child Nutrition Programs. The UEI is assigned through the System for Award Management (SAM) at SAM.gov.
- If your SFA does not currently have a UEI, detailed instructions for obtaining a UEI is located on the DPI Unique Entity Identifier webpage. There is only one UEI per legal entity.
- Once the UEI is obtained, follow these instructions for reporting it to DPI through Online Services.
Alternate Authority Agreement
Eligible SFAs may operate under an Alternate Authority Agreement for participation in the USDA Child Nutrition Programs. This agreement is between an SFA (currently participating in the programs) and another Local Education Agency (LEA) desiring to participate in the programs but have limited resources to do so on their own. Under this agreement, the SFA agrees to administer and operate the school nutrition programs for the other LEA as a site under the SFA's contract.
Both entities must complete and agree to the terms and conditions of the Alternate Authority Agreement. A copy of the fully executed agreement must be uploaded into the school nutrition contract annually, along with documentation of nonprofit status. This is a one-year agreement that must be reviewed and approved by DPI annually.
Any SFAs interested in implementing this agreement for the first time should contact the School Nutrition Team at dpifns@dpi.wi.gov to discuss and determine if eligible.
