New Consultant for Specific Learning Disabilities on the DPI Special Education Team

Rose Kilmurray joined the special education team as the Specific Learning Disabilities and Specially Designed Instruction Consultant. Rose has 17 years of experience as a special education teacher and administrator. She holds a bachelor’s degree in special education through UW–Eau Claire, a master’s with an emphasis on literacy from UW–Stout, and a doctorate in educational sustainability from UW– Stevens Point. Her doctoral dissertation focused on the roles and professional relationships of special educators relative to universal design for learning (UDL). In addition to UDL, Rose’s professional interests include restorative practices in education and inclusive individualized educational programming. Rose has served on various school and district teams related to multi-level systems of support.

She has delivered training and presentations at the local and state levels on topics including UDL, special education systems, accessibility, reading instruction, and social emotional learning. Rose currently serves on the Wisconsin Council for Exceptional Children membership committee. She is a trained facilitator for the National SEED Project (Seeking Educational Equity and Diversity) and has conducted SEED training in collaboration with CESA 10 and the Ho-Chunk Nation.
