October 15 Certification of General School Aids

We have posted the 2021-22 October 15 General School Aid Certifications. There is a link on the SFS homepage or you can go directly to the October 15 page with summaries by district and percentage change. This annual aid certification is required by law. Updated versions of the Excel aid worksheets are also available on the General Aid Worksheets page.

This year's aid certification uses shared cost, membership, and equalized value factors from 2020-21, reflecting the impacts of COVID-19. Aid membership was 30,669 FTE (3.6 percent) lower than the prior year. When combined with overall increases in shared cost and equalized values, the secondary cost ceiling (90 percent of the state average) increased by 7.4 percent to $10,771 per member, and the secondary guaranteed value (state average) by 7.7 percent to $1,563,711 per member. 

Additionally, the 2021-2023 state budget eliminated the statewide aid deduction for legacy “2r” independent charter schools. As a result, districts in the “hold harmless” provision of Special Adjustment Aid will have an actual year-to-year maximum decrease of 13.6 percent (before revenue limit penalties).
