Unusually Hazardous Transportation (UHT) Plans

Wednesday, July 19, 2023

While there is no statutory requirement for Unusually Hazardous Transportation (UHT) updates, summer is a great time to review your UHT plan and decide if an update is necessary in preparation for the next school year.

Updates generally occur when new schools are added, grade configurations of existing schools change, school attendance boundaries change or circulation changes in the community. Approved UHT plans allow districts to receive pupil transportation aid through the regular pupil transportation counts (PI-1547) when transporting students between 0-2 miles from the schools they attend.

To be considered for approval by DPI, a new or revised district UHT plan must contain a detailed map with descriptions, a letter from the County Sheriff and the school board’s approval (agenda and minutes). Please submit the required documents to Kathy Fry.

Statutory References: S. 121.54 (9)(a), Wis. Stats., establishes the procedures to be followed in the development of an unusually hazardous transportation (UHT) plan. Sections 121.54(9)(am) and (b), Wis. Stats., specify the procedures to be followed by an individual who is aggrieved by a school board's UHT plan or the lack of a plan.
