Special Ed Licensure Auditing for 2019-20

The following information went out last Friday, July 17 on the SFS auditors listserv:

Due to complications with DPI licensure and staff reporting systems, the “No Valid License” information provided to auditors as part of the Special Education Audit Program will not be available for audits of the 2019-2020 school year. Modified audit procedures involving manual licensure testing will be used. Auditors will be verifying licensure for a sample of LEA staff. LEAs able to document staff who applied for the proper license in 2019-2020 but have not yet received it will be deemed in compliance with the licensure requirement.

Audit procedures to replace Compliance Requirements 1-1 are available at the Modified State Special Education Licensing Audit Procedures for FY2020 link on the audit programs page. Accordingly, Compliance Requirements 2-1 and 3-1 are not required for FY2020. All other sections of the Special Education Audit Program remain in place.

ESSER Funds Used in 2019-20

The PI-1505-SE Special Education Annual Report for 2019-20 does not yet include project 160 account codes for ESSER funds. We will update those once budgets and claims are available in WISEgrants. As a reminder, if you are planning to budget and claim for eligible costs incurred between March 13 and June 30, 2020, we recommend being ready to submit your budgets and certifications as soon as WISEgrants can accept them so as to align your revenues and expenditures.

Group/Foster Home Membership Letters

Did your district administrator receive an email sent on Monday, July 20, 2020 from the School Financial Services Team regarding Group and Foster Home membership in 2019-20? Districts that submit students who were placed in such homes during the 2019-20 school year are required to identify their previous district(s). The message lists any such students reported for your district; the request is that you verify that information and respond no later than Thursday, July 30, 2020.
